Challenge
As part of the LAND154 Counter-IED Program, the Department of Defence sought to establish a deployable Weapons Technical Intelligence and forensic exploitation laboratory capable of supporting sensitive forensic examinations in operational environments. The capability required a secure ICT environment that could operate independently of external networks while supporting specialised forensic hardware, software, analytical instrumentation and evidence management processes.
As a new capability area, Defence faced a complex challenge in selecting and integrating technologies that would meet operational requirements while remaining secure, supportable and sustainable over the long term. The project required balancing forensic requirements with ICT architecture, cyber security, logistics, training and lifecycle management considerations. Poor technology decisions at this stage had the potential to create significant cost, supportability and operational risks throughout the life of the capability.
Solution
ForenSys was engaged to provide above-the-line advisory services spanning forensic science, ICT architecture, systems engineering and cyber security. This combination of expertise allowed the project team to assess proposed solutions not only from a technical perspective, but also through the lens of how they would perform within real-world forensic and operational environments.
Working closely with Defence and industry partners, ForenSys led the assessment of hardware and software options, reviewed vendor offerings and developed an integrated technology architecture to support laboratory operations. This included designing a secure and compliant ecosystem covering system administration, monitoring, backup and support functions, while ensuring compatibility with specialist forensic workflows and instrumentation.
Recognising that technology alone does not create capability, ForenSys also contributed to the development of quality management processes, operational procedures and training programs to support both field exploitation and laboratory-based forensic examinations. This ensured the capability could be effectively operated, maintained and sustained by Defence personnel.
Outcome
By combining forensic expertise with ICT engineering and cyber security knowledge, ForenSys helped Defence make informed technology and capability decisions throughout the project lifecycle. The integrated approach reduced the risk of investing in solutions that were technically compliant but operationally unsuitable, helping Defence avoid costly procurement and support challenges that can emerge when forensic requirements are not fully understood during system design.
The resulting capability was built on a secure, supportable and sustainable foundation that aligned operational needs with long-term maintenance and governance requirements. The project demonstrates ForenSys’ ability to bridge the gap between forensic operations and technology delivery, ensuring complex forensic capabilities are designed to be effective in practice, not just on paper.
